Administration Department Mission
To advocate for the best interests of the community by implementing the policies and objectives of the Mayor and City Council with leadership that encourages the City to achieve the highest standards of fairness, efficiency, effectiveness, and ethics while ensuring public awareness and understanding. 

Role of the City Manager
The City of Clinton operates under the Council-Manager form of government. Under this form of government, the elected Mayor and City Council set priorities through policy and appoint a professional City Manager to implement those policies as the City's chief executive officer. 

City Managers have various responsibilities and authorities including: 
             *  Appointing all City employees 
             *  Overseeing the operations of the City 
             *  Submitting the annual budget to the City Council 
             *  Ensuring compliance with applicable laws and regulations
             *  Advising the City Council on municipal policy matters 

Life Well Run 
The international City Management Association's Life Well Run initiative raises awareness and appreciation for the value professional managers bring to build ethical, efficient, effective local government and great communities. 

Manager's Biography 
Tom Hart was hired as the Clinton City Manager in January 2018. Tom previously served as the Town Manager in Boiling Springs, NC and before that was the Assistant Town Manager in Dobson, NC. Tom earned a Masters of Public Administration degree (MPA) from Appalachian State University and continues his professional development as a member of the International City Management Association (ICMA) and North Carolina City and County Management Association. In 2017 Tom graduated from the Public Executive Leadership Academy at the UNC Chapel Hill School of Government and in 2018 he became an ICMA Credentialed Manager. Tom, his wife Megan, and their daughter are proud to live in Clinton and call this wonderful community home.
